Issue Report on the Government Budget Bill 2009

  The purpose of this report is to provide the useful information for deliberating the appropriateness of the Government Budget Bill 2009 by the National Assembly. For the purpose, this review report includes two individual parts: the first part analyzes the pertinence of the total amount of the government's expenditures considering the current economic situations and the soundness of the allocation of these financial resources among various fields; the second part analyzes the adequacy of the budget for the government's core projects individually in line with the government's policy goals such as the activation of economy, the creation of job-market, and the increase of social welfare.

Through these macro and micro analyses, the report categories government’s several controversial projects according to problem types. Then, it provides not only problems embedded in the compilation of the Budget Bill but also alternatives to increase the financial soundness. In short, the report explains the whole structure of the government's revenue and expenditure plan of 2009, the problem embedded in this financial plan, and the alternative to overcome the problem.
