Budget Bill Analysis for FY 2011

Government submitted to the National Assembly 2011 Budget Bill, whose expendi-ture amounts to 309.6 trillion won. The scale increased 16.8 trillion compared with FY 2010 Budget. In-depth discussion will take place over direction, efficiency, and soundness of fiscal management and individual program during consideration in the National Assembly.

    To assist the National Assembly which is the last resort to fiscal soundness, the National Assembly Budget Office (NABO) published 10 reports of budget bill anal-ysis. A series of budget bill analyses include all kind of budgetary issues and major programs. Details are as follows:

    1. Guideline of Budget Bill Analysis (Series Ⅰ) contains the fundamental direc-tions and major point of views in order to carry out 2011 budget bill analysis.

    2. Comprehensive Outlook of Budget Bill (Series Ⅱ) expains the economic con-ditions of 2011 fiscal management, and policy priorities and resource allocation of 2011 budget bill submitted by government.

    3. Emphatic Analysis of Budget Bill (SeriesⅢ, Ⅳ), made up of 2 volumes, is focus-ing on the analysis of the pending issues relevant to 2011 budget bill.

    4. Budget Bill Analysis according to government department (SeriesⅤ-Ⅶ), made up of 3 volumes and categorized by standing committee in charge, intro-duces in-depth research for individual program.

    5. Summary of Budget Bill Analysis (Series Ⅷ) abstracts the previous reports (Series Ⅱ-Ⅶ) and suggest expenditure adjustment.

    6. Analysis of Budget Bill Issues (Series Ⅸ) sums up not only review points of NABO reports (Series Ⅱ-Ⅷ) but also major issues raised by standing committee and special committee on budget and accounts.

    7. Analysis of Gender Perception Budget (Series Ⅹ) examines how gender bud-get statements of gender equality and improvement of gender issue are reflected on individual budget program.
