FY 2014 Budget Proposal Analysis by Ministry I

    The FY 2014 Budget Proposal Analysis by Ministry is published to support the House Steering Committee, Legislation and Judiciary Committee, National Policy Committee, and the Strategy and Finance Committee of the National Assembly to make an efficient review of the FY 2014 budget proposals of the relevant ministries. The key results of the budget analysis are reported as follows.
   
    First, regarding the ministries and agencies overseen by the House Steering Committee, the report analyzes the archives management program of the National Assembly and the National Human Rights Commission’s program to promote the rights of the disabled, and also raised the issue of the poor performance of the national policy assessment program of the Presidential Secretariat and the Office of National Security.
   
    In regard to the ministries and agencies overseen by the Legislation and Judiciary Committee, the report points out that the budget proposed by the Ministry of Justice for disclosure of information on sex offenders and their treatment with medication may be overestimated, and that there is overlap of programs in the areas of fostering and placing professionals to help victims of sexual violence make statements. The report analyzes the Ministry of Government Legislation’s plan to improve the legislative system, the Constitutional Court’s promotion of its activities to the public, and the Supreme Court’s operation of the Judicial Research & Training Institute.
   
    As for the ministries and agencies overseen by the National Policy Committee, we pointed out that the programs of the Private-Public Joint Regulatory Reform Bureau of the Office for Government Policy Coordination and the Prime Minister’s Secretariat overlap with other programs. We also found problems in certain research projects proposed by the National Research Council for Economic, Humanities and Social Studies and its government-funded research institutes. In addition, the report assesses the Anti-Corruption & Civil Rights Commission’s budget for the Integrated Government Call Center, the Ministry of Patriots & Veterans Affairs’ budget for building veteran memorial facilities, the Fair Trade Commission’s program to promote consumer interests, as well as the Financial Services Commission’s interest payments on both national and public bonds and its proposed contribution to KDB Financial Holding and Industrial Bank of Korea.
   
    Finally, in the case of  the ministries and agencies overseen by the Strategy and Finance Committee, the report examines the Ministry of Strategy and Finance’s program to share Korea’s economic development experience abroad, its support of the Green Climate Fund, and its contribution to the Korea Exim Bank. For the National Tax Service, we analyzed the program to build and operate a financial transaction information analysis system. Other programs studied in this report include the Korea Customs Services’ program to operate and manage monitoring equipment, the Public Procurement Service’s plan to build an international system of cooperation for government procurement, and the Statistics Korea’s survey of hours of living.
