The government submitted 2010 budget bill of 291.8 trillion won (KRW) in the first date of October. The amount is 7.3 trillion won (KRW) more than 2009 budget (10 trillion won less than the last year's budget to which supplementary budget is added). Though economic recovery is underway, there still remains doubt about the economy. Therefore, it's time that national finance take prompt step to paly an active role.

The National Assembly has deliberated and adjusted 2009 budget bill focusing on small-medium enterprises, regional governments' finance, job creation, expansion of public welfare on low-income family.
The National Assembly has acknowledged the need of publishing 'Guidelines of budget bill analysis', which is based on examples and experiences that are derived from the analyses of budget and settlement of account in the past 5 years.

The guideline consists of 4 parts. First, at the summary of '2010 budget bill and fund execution plan' and 'Analysis of Gross Volume - prospect of national finance and macro economy' contents such as economic growth, tax income, finance index and national debt and execution of national finance are included. Next, Inside 'Adjustment of expenditure', ways to reach efficiency, effectiveness and sound finance of expenditure are also included. Lastly, at the 'guideline of issues of national finance', main issues such as gender-reflected budget system are introduced.

This guideline report will be used as a 'guidebook' for the 'Analysis of FY 2010 budget bill', which is expected to be published at the end of October. We hope this guideline will be fully utilized by the members of the National Assembly and standing committees and the special committee on budget and accounts.
