Jeju Free International City Supporting Project(JFICSP), driven by the Ministry of Construction and Transportation, is a driving force to establish Jeju Free International City in Jeju Special Self-Governing Province. Core projects of JFICSP include High-tech Science and Technology Complex, Resort-type Residential Complex and etc.. JFICSP has been executed since 2003 and will be completed in 2011, investing 2,954.3 billion won.
However, this research finds various problems by evaluating the project. Until August 2007, private capital, one of the most critical factors to drive these projects, has been yet raised at all. Moreover, Jeju Free International City Development Center(JDC), which leads the main role in this project, is not equal to JFICSP. Therefore, it is needed to examine the JFICSP by and large in order to execute this project in effective way. Moreover, an aggressive and practical alternative should be proposed to raise financial resources such as private capital.
