Korean government has been establishing an integrated Performance Management system based on the Financial Act and a fundamental law of state affairs evaluation. In order to establish the system firmly, it is important to set a result-oriented goals.

Reform of Traffic Congestion in Metropolitan Area, executed by the Ministry of Construction and Transportation, is showing a clear aim by its title so that it could be considered as an excellent modal in terms of performance management. However, this research evaluates this project since Construction and Transportation Committee of the National Assembly has pointed out several problems of its execution of the budget. According to the research, the results of the project, Reform Traffic Congestion in Metropolitan Area, are turned out to be obscure. This project is also evaluated as an output-oriented, just focusing on construction of roads. Then Reform of Traffic Congestion in Metropolitan Area would be overlapped with other road construction projects in terms of aims and target.

Traffic jam could be improved not only through construction of highway, but also through management of transportation demands and improvement of traffic light system, intersection or public transportation. For cost-effectiveness, it is necessary to have a total policy exam to reform the traffic congestion in metropolitan area.
