Evaluation of Global-Internship Program

 Despite of recent figures of constant increase in college-graduate unemployment rate, Korea still faces a shortage of labor demand in certain industries. The government has embarked on developing global-young-leader program, inducing 50,000 employments, 30,000 internship trainees and 20,000 volunteer jobs abroad in order to reduce the youth unemployment and to support skilled labor demand in industries simultaneously. This research evaluates feasibility study, propriety of the projects, efficiency of the execution and target achievement rates of the 6 programs from 3 administration departments.

As the result, following problems have been highlighted. Despite of the short period of time, the government has expanded the project without thorough inspection of the prospectus of the program. There has not been thorough preliminary demand survey nor any study of program differentiation. A suspended program has been put forward again without rectification or further improvement. Some of selected internship trainees did not have opportunities due to poor demand survey; other internship trainees who had the opportunities were not appropriately managed in foreign countries; in addition, a few internship trainees did even have proper visa due to poor preparation of the program.

Thus, “quality-oriented rather than quantity-oriented” policy would be recommended. There should be proper management of internship period and thorough preliminary demand survey to realize the goal of the program.
