An Analysis of the Performance Data of Government Programs of 2008

During this regular session, the National Assembly needs to perform the settlement of accounts in national revenue and expenditure for fiscal year 2008 as well as to approve the budget bill and bills affecting the budget for the next fiscal year, in a performance-oriented way to help recover the current deteriorating financial soundness in the wake of the government's expansionary fiscal policies and a large scale tax reduction that started last year. It's because performance-oriented operation of the national finance is the key to maximize the effectiveness and efficiency of public programs with limited financial resources.
This report shows an effort of the National Assembly Budget Office to support the performance-oriented consideration of the National Assembly. Through this report, the performances of the government programs in last year have been analyzed. The analysis has revealed that, although most of the programs were reported to have achieved excessive performance on the surface. Lack of reliability about the performance data makes it impossible to tell which programs were really performed well and which were not. Low reliability of the performance data was caused mainly by the errors in setting performance indexes, the performance measurement formula, and the excessively low performance goals.
In order to realize the principle of performance-oriented operation for the public finance stipulated in the 「National Fiscal Law」, and to make the government's performance report scheduled to be officially submitted to the National Assembly from next year, this report suggests that it is significant for the government to recognize the importance of the reliability of the performance data, and to make its utmost efforts to produce reliable ones. It's also essential for the National Assembly continuously to concern about the production of reliable performance information.
