The Government Loan Program Evaluation

    The government is carrying out loan programs supporting entitled specific policy target segments with the financial size of about 25,000 billion won. 142 government loan programs are being carried out by 17 ministries and agencies in the year of 2010.

    The government loan programs will ease the fund shortage problems and inter-est repayment burden for specific people or groups facing difficulties in getting nec-essary operating fund. However, some critiques that government loan programs are not systematically managed are raised out because there is no control organization which coordinates all programs in the central government.

    This evaluation report reviews the loan procedures from the perspective of planning, implementation and performance management, and looks over seven main aspects of the government loan programs.

    The evaluation results suggest that control organization to manage various gov-ernment loan programs is needed to be established, and that new law to enhance coherence and integration of various government loan programs is needed to be enacted.

    This evaluation report also suggests that some programs that do not coincide with the purposes of government loan programs or seem to be hard in achieving policy goals are needed to be reviewed or modified. This report also suggests that some programs showing low implementation rate require measures to improve the implementation records.
