The Public Private Partnerships in Infrastructure Program Handbook

    The Public Private Partnerships in Infrastructure Program (hereinafter referred to as “PPP Program”) is designated private sector to be involved by supplying infra-structure assets and services that have traditionally been provided by the govern-ment. The program initially focuses on core infrastructure sectors including energy, water, transport, and telecommunications, and then, is going to cover the main so-cial sectors such as education, health and housing.

    The models of PPP Programs can be broken down into two kinds of schemes-BTO (Build-Transfer-Operate) and BTL (Build-Transfer-Lease). As of May 1,2010, 298 PPP Programs was carried out by nine ministries. the BTO schemes are applied to 61 programs and the BTL schemes to 237 programs. The total investment amount for the BTO schemes is estimated as 35,536 billion won, of which the public portion (funded by the government in forms of budget) is 10,436 billion won. And minis-tries are planning to spend 11,594 billion won for the BTL scheme.

    Despite of huge amounts to be spent out, the PPP programs have not been de-liberated thoroughly in the National Assembly. This is because the initiative to im-plement PPP programs leans to the administrative discretion. Moreover, it is not easy to track down how the PPP programs work.

    Taking account of such inconveniences, the National Assembly Budget Office published “The Public Private Partnership in Infrastructure Program Handbook” and through this handbook we aim to provide an access to information about the Public-Private Partnerships process in Korea. Furthermore, we provide general overview of various PPP programs. This handbook would be practically utilized during budget deliberation and settlement session in the National Assembly.
