A Handbook of Program Budget Projects

The Program budget is the system that organizes all projects under the same policy goal into theone program and operates overall budget process based on this pro-gram. This system was introduced to the central government since the year of 2007. In 2010, 49 departments and agencies in the executive are operating the budget amounting to approximately 227 trillion won via 518 programs (personnel expens-es, basic cost, internal transaction, compensatory transaction, preliminary cost were not included).

    Republic of Korea government has implemented budget reform such as Na-tional fiscal management plan, Top-down budgeting and performance based bud-geting and construction of digital budget and accounting system in order to operate the budget based on performance. It is essential that program budget system should be firmly established as the basis of confirming effectiveness of budget reform.

    Even though three years has passed since the introduction of program budget system, legal basis for the program budget system has not been established, and the program budget system has not been fully utilized during the budget process. Moreover, it is difficult to present close connection between program budget system and evaluation system due to low implementation rate of autonomous review of fi-nancial programs.

    Therefore, the National Assembly Budget Office initially published “Handbook of Program Budget Projects,” which contains important contents of individuals program, current status of programs, which are classified by field, committee, and accounting and results of automous financial programs review.
