The National Assembly Budget Office has published “Handbook of Finance Pro-grams in Standing Committees,” consisting of 13 volumes according to the number of standing committees, to support National Assembly members’ clear understand-ing on the government’s finance programs (The Government Grants Program, The Government Invested Programs, The Government Loan Program, The Govern-ment Subsidy Program, The Public Private Partnerships in infrastructure Program).

On the occasion of the 294th Regular Session of the National Assembly, Hand-book of Finance Programs in Standing Committees is brought out by reorganizing finance programs depending on competent standing committees. The handbooks analyze each program by types of public expenditure and suggest major informa-tion on legal ground, scale and period of each program in accordance with types of public expenditure.

Although a huge amount of budget is spent for a finance program, it was seldom deliberated thoroughly in the National Assembly due to the exclusive program im-plementing by the government. Consequently, there have been limits for the Na-tional Assembly to evaluate the appropriacy of programs.

Considering these constraints, the NABO is publishing Handbook of Finance Programs in Standing Committees. The NABO does hope the handbooks will be used in the process of budget deliberation and contribute to the constructive out-comes of the National Assembly.
