284 institutions are designated as public institution in 2010. Sales of public institu-tions had increased from 144.9 trillion won in 2005 to 252.8 trillion won in 2009, which took up 9.5 percent from 7.4 percent in Gross Output over the same period. In particular, public institutions’ debt was 181.4 trillion won in 2009, over 50 percent compared with national debt of 359.6 trillion won. Moreover, debt growth rate of public institutions reached annual average of 29 percent after 2007. Likewise, as significance of public institutions had been increased in terms of national economy, there was emphasis on the National Assembly’s monitoring.

    Government provides information regarding public institutions through pub-lic information system (“ALIO”). Thanks to the system, information access is much easier than past. Nevertheless, information about overall public institutions should be provided in a very systematic manner because the information provided by the government has the weakness to be used for legislative activity. Therefore, “Analysis of 2010 Public Institution” was published in this year, to complement the weakness of ALIO after “Handbook of 2009 Public Institution” in last year.

    This book offers more affluent information than the handbook of last year and at the same time strives to support both analysis and judgment of its information. Volume one introduces discussion about public institutions, related to human re-source, finance status, business performance system. In the Volume two, it provides detailed information including each public institution’s general overview as well as finance status. This book also presents details which remained as problems pointed by National Assembly and the Board of audit and inspection of Korea.
