Evaluation of Implementation System for the National Mainstay Transport Project

The government is implementing ‘The National Mainstay Transport Project’ based on ‘The National Mainstay Transport Network Plan.’ 185 trillion won will be injected to this plan from 2011 to 2020. Therefore, this report evaluates overall system which includes establishing plan, preliminary feasibility study, construction and evaluation. We further suggest problems and improvement measures on these issues.

  According to evaluation, the Ministry of Land, Transport and Maritime Affair did not provide the result of feasibility evaluation on ‘The National Mainstay Transport Network Plan.’ Besides performance goal was not clearly established at that time. Moreover, the national transport database that government used for preliminary feasibility study, was inappropriate in benefit-cost analysis. In particular, alternative design bidding system was adopted although the project was initially designated in charge of contracting authority. As a result, construction bidding rate has increased. The ministry also took and operated design deliberation system for turnkey which did not correspond to the purpose and content of relevant law.

Therefore, with the aim of achieving increased efficiency on ‘The National Mainstay Transport Project,’ the Ministry of Land, Transport and Maritime affair firstly should improve related regulation, and then it need to carry out result-oriented performance management in specific manner.
