Analysis of the Global Young Leader Program

    The Global Young Leader Program is a project to boost national competitiveness by fostering around one hundred thousand young world class talents that expand overseas employment. Although the budget of 486.834 billion won has been injected into the project from 2009 to 2012, various problems have arisen, such as exaggerated performance claims, and budget dissipation by poor performance-to-plan outcome, according to analysis.    
    Since overseas employment exceeded by 397 young talents from 2009 to 2011, this project was positively evaluated in terms of quantity. However, the Human Resource Development Service of Korea(HRDS) spent 16.7 billion won more than the budget that was approved by the National Assembly. There are several requirements that the HRDS emphasizes in policy implementation: improving job quality and reducing short-term employment, simple labor. Furthermore, in surveys of the number of global youth employed, conducted by the Prime Minister’s Office, the figure was highly exaggerated, and suggested that 17.3 percent was over-calculated for the last three years. 
    Therefore, amendment of the “Special Act on the Promotion of Youth Employment” is required, and the “Annual Report on Global Young Leader Program” should be submitted prior to the National Assembly’s regular session.
