Evaluation of the National Fiscal Management Plan in Korea

  The present report is written with the aim of analyzing previous National Fiscal Management Plans(NFMP) in Korea. The main findings are as follows. First, it was used as the way to promote government's will rather than instrument to control government's fiscal management. Second, despite of continuous differences between the result and the outlook for fiscal management, problems has not been evaluated and corrected ever before. Third, National Fiscal Management Plan has not been helpful to deliberate on the budget proposal.


NFMP need to be improved to enhance effectiveness. First of all, there is a need to clarify goal of fiscal plan and embody strategies. In addition, NFMP should be submitted to the National Assembly ahead of the budget bill for next year.
