The Current State and Policy Issues of Autonomous Financial Programs Review

The autonomous financial review is one of financial performance management systems to select 1/3 of overall governmental financial programs, and to evaluate efficiency and effectiveness of them, to utilize review outcomes in the process of next year's budget deliberation. In particular, the autonomous financial program review is surely requisite to check whether expanded financial expenditures due to the worldwide economic crisis have provoked the expected policy effects or not.
The central government reviewed 555 financial programs in 2005 for the first time, also reviewed 346 programs in 2009. This report not only analyzed 5 year's review outcomes and system operations, but also reviewed whether evaluation results were appropriately reflected to the program budget, thus we tried to find out what would be necessary for the review results to be utilized in the budget deliberation.
Analysis results of this report show that is needed to put an emphasis on performance-based program management because most of ministries got low scores on the part of 'performance planning' and 'performance'.
Since the relationship between review results and program budget is very weak, it is needed to reflect review results to the program budget.
It is also suggested that review results should be utilized for the improvement of programs.
