Analysis of Budget Related Legislation passed in 2009

    Budget related legislation is a law to affect on revenue and spending of budget and fund management plan. As for the budget related legislation, different from com-piled budget on an annual basis, its impact will be substantial because the legislation constantly takes affect on budget, unless amendment was put into force.

    This report aims to analyze how budget related legislations influence on the budget for the fiscal year 2010 and then suggests some points to be considered in the process of budget related legislation review. The number of Legislation for Analysis is 194 in total, which includes 187 budget related laws passed in 2009 and 7 budget related laws passed in 2010. Among them, it has 183 legislations related to the expen-diture and 11 to the revenue.

    According to the analysis, implications would be presented as follow. Firstly, expenditure budget for the fiscal year 2010 influenced by budget related legislation passed in 2009, is 3.552 trillion won in aggregate, which accounts for 1.21 percent of total expenditure budget of 2010 (292.8 trillion won). Secondly, regarding 97 legisla-tions not directly reflected on the budget, both National Assembly and administra-tion carry out follow-up management in a constant manner. Thirdly, pursuant to national finance act, specific standard is needed on the grounds that difference be-tween direct spending and discretionary spending is hard to be specified.
