The Summary of FY 2012 Final Accounts Analysis is the last of the 12-volume FY 2012 Final Accounts Analysis Series. Specifically tailored to the needs of the main users, the report offers a summary of volumes 2 through 11 of the series and makes specific recommendations. The volumes 2 through 11 were published in July to help the Special Committee on Budget and Accounts review the government’s final accounts.
   
Part I, Gross Analysis, presents an overview of the financial conditions in 2012, which was mainly covered in the FY 2012 Final Accounts General Analysis, and the result of the government’s management of the nation’s finance in fiscal year 2012.

Part II, Analysis by Area, summarizes in two to three pages fund allocation results, major issues, and future financial operation directions for all 12 areas covered under the FY 2012 Final Accounts Analysis by Area, Volume I and II?R&D, industry/SME/energy, SOC, agriculture/forestry/fisheries/food, health/welfare/labor, education, culture/sports/tourism, environment, national defense, foreign relations and unification, public order and security, and general public administration.

Part III, Analysis by Topic, summarizes in two to three pages the main findings of the FY 2012 Final Accounts Analysis by Topic?analysis of national financial statements; financial analysis of funds; analysis of transfers, use, diversions, and disuse of budget and analysis of changes in fund operation plans and disuse of the funds; analysis of programs where funding was found to be poorly executed annually; analysis of budgetary changes for programs whose budget was either increased or decreased by the National Assembly; and final accounts analysis for newly instituted programs?and of the Gender-Sensitive Final Accounts Analysis.

Part IV, Analysis by Ministry, provides a summary of key issues and recommendations presented in the FY 2012 Final Accounts Analysis by Ministry, Volume I through V, such as problems found with the Ministry of Culture, Sports & Tourism’s tourism bus for the handicapped and the large-scale loss of the National Oil Corporation with respect to the Ministry of Trade, Industry & Energy’s development of resources offshore.

Part V, Recommendations, briefly summarizes the main issues identified during the FY 2012 final accounts analysis and offers recommendations for standing committees and the Special Committee on Budget and Accounts of the National Assembly.
