FY 2013 Final Accounts Analysis by Ministry: Volume IV was published to effectively support the Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee and the Trade, Industry and Energy Committee of the National Assembly with their review of the FY 2013 final accounts of ministries under their jurisdiction. Its main contents are as follows:
For the Ministry of Agriculture, Food and Rural Affairs, overseen by the Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee, issues were found, including excessive compilation of the revised supplementary budget, poor implementation of collaborative projects, and reduced sustainability of the agricultural product price stabilization fund due to a rising percentage of subsidies. For the Ministry of Oceans and Fisheries, issues included an increase in the unused carryover budget of the national fishing port construction project, poor results of the direct payment program for fishery products in regions with unfavorable conditions, and the repeated carryover of subsidies. For the Rural Development Administration, the report found a need to compile the budget for the agricultural test and examination project in consideration of the decreased demand for it, the carryover of projects using supplementary budgets due to delay in the golden seed project, and discrepancy in the fiscal years of agreement period. For the Korea Forest Service, analysis showed the needs to improve the management of forest genetic resources reserves and to rectify the inadequate annual execution of forest welfare facilities and enhance their management. For the Korea Coast Guard, the report pointed out the needs to compile an appropriate budget for the purchase of naval vessel oil and rectify execution of its budget, and to improve the rate of collecting fines and penalties.  

In the case of ministries and agencies overseen by the Trade, Industry and Energy Committee, for the Ministry of Trade, Industry and Energy, it was found that tax revenue items of other current transfer income need to be changed; that the project to stimulate the textile industry has not been actively executed; that the project to supply new renewable energies needs to show tangible results and its performance indicators need to be added; that private-sector participation needs to be considered in the development of the next-generation regional aircraft; and that budget standards for planning, evaluation, and management expenses for R&D projects need to be established. For the Small and Medium Business Administration, the needs to improve standards for execution of R&D personnel expenses through other current transfer income, criteria for granting subsidies to small business cooperatives, and microloan programs have been identified. For the Korean Intellectual Property Office, the needs to reduce the annual registration fee for SMEs and to improve the strategic support program for private IP-R&D have been found.
