[Final Accounts Analysis Series 6] FY 2013 Final Accounts Analysis by Ministry: Volume V

FY 2013 Final Accounts Analysis by Ministry: Volume V was published to effectively support the Health and Welfare Committee, the Environment and Labor Committee, the Land, Infrastructure and Transport Committee, and the Gender Equality and Family Committee of the National Assembly with their review of the FY 2013 final accounts of ministries and agencies under their jurisdiction. This report analyzes in detail final accounts for major projects of each ministry and agency as follows:
Regarding the ministries and agencies overseen by the Health and Welfare Committee, for the Ministry of Health and Welfare, it was found that the support for emergency welfare programs needs to be accelerated, and that the Global Pharmaceuticals Industry Fostering Fund needs to be managed in a way that meets its objectives. Issues were found for the Ministry of Food and Drug Safety, including the need to systematize the currently separate management of food and livestock in the HACCP support project.

Regarding the ministries and agencies overseen by the Environment and Labor Committee, for the Ministry of Environment, issues were found, including the need to obtain a stable inflow of tax revenue in the environmental improvement special account and the need to improve the effectiveness of environmental impact assessments in the national environmental management project. For the Ministry of Employment and Labor, needs were found for improvement in the efficiency of its successful employment package program, and for overhaul of the management of surplus assets in the Employment Insurance Fund and the Industrial Insurance Fund. For the Korea Meterological Administration, an appropriate level of personnel expenses needs to be determined for the development of the Korean atmospheric prediction model.

Regarding the ministries and agencies overseen by the Land, Infrastructure and Transport Committee, for the Ministry of Land, Infrastructure and Transport, it was found that results of new projects need to be managed and national highway construction program activities requiring funding from the national treasury should be reduced, and that the performance of its housing projects needs to be improved through cooperation between local governments and communities. For the Multifunctional Administrative City Construction Agency, low occupancy rates were cited in its projects to construct affordable apartments and senior citizens' centers. For the Korea Agency of Saemangeum Development & Investment, inappropriate private contracts and poor management were found in its project to support investment attraction for Saemangeum.    

Regarding the ministries and agencies overseen by the Gender Equality and Family Committee, unused budget funds and an increasing backlog of households waiting for child care service were found in the child care support project of the Ministry of Gender Equality and Family.
