Feasibility Evaluation System on large-scale development program is stipulated in the National Finance Act. Based on the Evaluation Principle of Feasibility, Ministry of Strategy and Finance performs Feasibility evaluation for new program of which the total budget if over 50 billion won. However, social agreement has not been yet achieved on feasibility of large-scale government projects as seen from Saemangeum reclamation project, Dongang Dam Construction and Seoul-Busan Rapid Transit Railway. According to the results, main causes of social conflicts are related to evaluation of environmental resources.

This research firstly studies how to evaluate economic value of non-market value: environmental resources. Secondly, it suggests the National Assembly how to review the government’s evaluation on environmental resources. Lastly, standards whether government’s feasibility results actually reflect evaluation on environmental resources are addressed.
