The national rental houses construction program has been launched for the purpose of solving the problem of low income people's lack of houses, and improving the housing level of people living in the rented houses. Total 670,000 houses have been provided by the end of 2008, and 40,000 houses will be provided each year until the end of 2018. Total cost of providing 1 million rental houses is estimated 81,600 billion won. The government is paying for 65.8% of total cost. The purpose of this report is to evaluate the national rental housing policy which has been implemented for 10 years, and presenting some policy recommendations to improve the program.
Evaluation results show that even though the current program is being operated by the originally presented policy goals, it needs to articulate its policy targets, to secure financing stability, and to raise efficiency and program performances. Therefore, it is recommended that the government should construct the performance evaluation system, and evaluate relevance of planning, adequacy of implementation, and achievement of policy goals. It is also recommended that matching the demand and supply in terms of rental houses through the accurate survey of needs and incomes is required, and relevant imposition of rental fees through constructing the accurate database system is also needed.
