Evaluation of Intermarriage Immigrants Support Programs

  In recent years, with the rise of population movement among countries, the percentage of the international marriage has increased rapidly, and it is expected that Republic of Korea will likely be on the fast-track to entering the multi-cultural society sooner or later. The government has formulated and implemented support policies toward international couples to prepare for the upcoming of multicultural society.
'Intermarriage Immigrants Support Programs' which are aimed to foster settlement of intermarriage immigrants in Korea are needed to be evaluated because several problems have been raised recently in regard of planning, implementation and performance of the program.
This evaluation report analyzes 22 programs in 7 departments focusing on whether those of the programs are appropriately established, efficiency of the implementation is efficiently achieved, and target achievement rates are produced.
Evaluation results show following problems. As 'Intermarriage Immigrants Support Programs' are scattered along 7 departments, diverse social demands are not met exactly, and financial resources are used without producing synergy effects. In addition, temporary policy responses don't help to relieve immigrants suffering from international marriage.
Policy recommendations for these problems are suggested as follows: there is a need to activate the coordination committee playing a role of control tower to prevent a recurrence of similar programs, and there is also a need to search for core projects to meet a demand for employment support which is basis of the programs.
