Evaluation of Government Performance Report in 2009 Fiscal Year

    The present report is written with the aim of analyzing both current status and chal-lenges of government performance management program and evaluating govern-ment performance report initially submitted to the National Assembly. The result shows the target goals which was previously planned on were achieved, accounting for 90 percent, which is equivalent to 6,928 performance indicators out of total per-formance indicators 7,700 of total performance indicators

    However, achievement figures shown in performance report do not reflect real performance in the precise manner, because of those problems such as changes in performance indicators and performance target goals, which were presented on performance plan at the first place.

    With regard to enhancing credibility of performance report and to efficiently operating fiscal performance management, firstly, performance information should be systemically managed and opened to the public. Secondly, related rules of perfor-mance plan and report are to be strengthened and specified. Thirdly, national mid-long term performance plan & report should be written, which is considered as na-tional fiscal management plan. Lastly, measures on related laws of fiscal perfor-mance management and control organization in charge are required.
