‘National Energy Plan’ which is the national top plan for energy, aims New & Re-newable Energy (NRE) to account for 11 percent of total energy consumption by 2030. According to the plan, the budget for new & renewable energy has consis-tently increased so that 2010 budget of NRE is 7.5 times bigger than 2003.
The NRE programs have not been reviewed its performance like how much NRE was generated, but just have focused on the deployment of NRE facilities. This report intends to evaluate the NRE deployment program in the respect of effective-ness, efficiency and sustainability.
The program made some achievements. 908 billion won was invested on the public side until 2009, which seemed to bring 2,023 billion into the NRE market and create 76,390 jobs. The NRE deployment program itself generated 133,490 toe and reduced 402,780t CO2. However, it is found that NRE supply for 2008 was below the 6.4 million toe referred as the target and NRE deployment program showed low performance in terms of effectiveness and efficiency.
In specific, the photovoltaic panel was operated as low as 64 percent of the target value in the households, 76 percent in private buildings and 85 percent in public buildings which is indispensable for those who installed the panel not to collect the installment cost through monthly bill. In contrast, the panel under the ‘feed-in-tariff’ was operated as much as the target value.
Therefore, it is necessary to enhance both pre and post-review process and to coordinate private sectors with RPS, feed-in-tariff, NA (negotiated agreement) etc.
