Evaluation on FY 2011 Budget Bill for Assisting Public Institutions

    The number of public institutions is 284, designated and publicly notified by Act on the Management of Public Institutions. Public institutions are granted contribution, investment, subsidy and fiscal loan from the government in order to carry out proj-ect on behalf of the government by legislation.

    However, since government budget bill is compiled by each executive branch agencies, it was hard to figure out the size of budget to assist public institutions. Therefore, National Assembly Budget Office undertook the task to find out its allo-cation for the first time in history. According to NABO, this budget bill amounts to 29.48 trillion won for the year of 2011, up around 1.42 trillion won from 28.58 tril-lion won in 2010 and also reached 9.5 percent among the total government expendi-ture of 309.6 trillion won.

    National Assembly’s deliberation of budget bill focused on performance and feasibility of budget program categorized by executive branch agencies, on the ground that budget bill was drafted in each agency. However, although the compiled budget was reasonable, if public institution in charge has enough internal funds to implement, it is desirable to conduct the project using spare internal resources in terms of efficiency. Thus, National Assembly should review financial condition of public institution as well as feasibility of budget programs.

    The report “Evaluation on Budget Bill for Assisting Public Institutions” ana-lyzed results of budget programs which amount to 11.80 trillion won. This figure accounts for 40 percent of government budget to assist public institutions in 2011. Furthermore, in-depth evaluation was implemented on whether it needs a budget for support or not, on the basis of financial condition and spare resources of public institution.
