Evaluation on the Broadcasting Programme Production Support Policies

    The significance of contents in the broadcasting market has been increasing due to the emergence of new channels based on the fusion technology of broadcasting and communication and the development of Internet-based broadcasting. The government provides financial support for creative public service broadcasting program production. The government funding for broadcasting program production support was 56.1 billion won and 329 broadcasting programs were produced from 2010 to 2012. However, the broadcasting program production support policies (BPPSP) have been criticized: there are similar redundant projects compared to the BPPSP and the goals of BPPSP, so enhancing the variety of, and public interest in, broadcasting programs, might not be accomplished.
    The results of evaluation show several drawbacks to the BPPSP. First of all, it is impossible to examine the effectiveness of policy set since the specific goal regarding the public interest of broadcasting programs is not presented from the planning stage of the BPPSP. Moreover, there are explicit limits to improve public interest in broadcasting due to the lack of consistency in the performance management system. Lastly, the enhancement of broadcasters’ compatibility and the production of various broadcasting programs are not achieved as the government support is only concentrated on specific genres and regions.
    This report suggests policy reformations based on the evaluation results as follows. Above all, the government needs to adjust the BPPSP overall to increase public interest in broadcasting programs supported by the policies. In addition, policy which contributes to strengthen the production environment of small broadcasters should be introduced to improve the quality of broadcasting programs.
