Evaluation of New Financial Programs in 2010

459 new financial programs launched by the central government in 2010, and their size of budget amounted to 2.56 trillion won. Even though this was just about one percent of total expenditure, in size, evaluating these new programs can provide good understanding on national financial programs’ transformation.

  This report evaluates 67 new financial programs of 21 ministries according to the following criteria: budget execution rate, change of total cost, fulfillment of preliminary validity test, existence of relevant law, guidelines, provision and basic plan, review of program purpose, existence of budget preparation plan.

  Evaluation results are as follows: programs that had low budget execution rate had insufficient program or implementation plan. Programs whose total cost was changed within a year had problems that their total costs were not thoroughly calculated before budgets were distributed. Some programs that must receive preliminary validity test before implementation had been allocated budget without the test.
