The number of children in need of protection is decreasing due to the low birth rate. However, as the incidence rate of children being classified as "subject to protection" from child abuse increases, the number of protected children has remained at 0.6 per 1,000 since 2015.
This report provides an analysis of the government’s children protection system and relevant financial programs. It shows that different government ministries are in charge of the programs' operation and fund management, making it difficult to allocate budgets in a timely and meaningful manner.
Also, the government should establish sufficient infrastructure in each region to deal with child abuse. In addition, supports for protected children and care leavers to be self-reliant must be more systematically managed.
