2016 Budget Bill Analysis by Ministry - [Budget Bill Analysis Series Ⅰ]
The National Assembly Budget Office (NABO) has published the “2016 Budget Bill Analysis by Ministry” in order to support standing committees and the Special Committee on Budget and Accounts of the National Assembly with their review of the 2016 budget Bill. The ”Budget Analysis by Ministry” is the foremost and most representative report published by the
NABO given that the budget reviews are conducted by the standing committees and the special committee on a ministry-by-ministry basis. The NABO exerted all of its capabilities in preparing this report to facilitate effective budget reduction through the National Assembly review.
The report focuses on 546 topics across 48 government ministries and bodies under the purview of 15 committees. The key characteristics of the report include:
Firstly, it specifies reducible amounts for some projects with possible savings, based on precedents, for actual budget reductions.
Secondly, the report presents considerations for policy improvement as a significant number of supplementary views are adopted in the budget review process.
Thirdly, for projects with legitimate grounds for a budget increase, such grounds and the funding increases are provided.
Fourthly, the report has undergone a rigorous review, with four review meetings within the Budget Analysis Office as well as supervision of an outside advisory panel consisting of former vice minister-level officials and professors, to enhance expertise and transparency.
Fifthly, government ministries were consulted prior to the publication of the report and their positions are included in the final report.
Sixthly, the report is written in easy-to-understand and simple language to serve as a quick reference for the members of the National Assembly and their aides.
