Mid Term Fiscal Demand Analysis 2011-2015 - Agricultural, Fishery, and Food programs

The National Assembly Budget Office has annually published “Mid-long Term Fiscal Demand Analysis” categorized by programs. The evaluation of the National Finance Management Plan is indispensible to accomplishing efficient distribution of national finance in the mid-long term. In this regard, NABO has estimated the scale of fiscal demand in agricultural, fishery, and food programs from the year of 2011 to 2015.
    NABO estimates mid-term fiscal demand in this field at 90.5 trillion won ~ 92.1 trillion won from 2011 to 2015, while the government estimate was 90.6 trillion won in the national fiscal management plan. It is noticeable that the estimated figure of financial cost by NABO differs from the figure in the National Finance Management Plan for the agricultural, fishery, and food programs by 117 billion won ~ 1,518 billion won. The disparity in estimated figures between NABO and government implies that the National Finance Management Plan is not taken into account by fully reflecting the mid-term project plans of the individual departments.
    To take overall government expenditure into consideration, NABO reviews tax expenditure in agricultural, fishery, and food programs. All together, with 5,130 billion won of tax expenditure, government expenditure is 23.2 trillion won in 2012. NABO suggests that the national fiscal plan should combine financial programs, tax expenditures, and 2013 budget deliberation and base them on performance evaluation of overall government expenditure.
