FY 2014 Budget Proposal Analysis by Ministry III

    The FY 2014 Budget Proposal Analysis by Ministry is published to support the Security & Public Administration Committee, Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee, and the Trade, Industry and Energy Committee of the National Assembly to make an efficient review of the FY 2014 budget proposals of the relevant ministries. The key results of the budget analysis are as follows.
   
    Regarding the ministries and agencies overseen by the Security & Public Administration Committee, the Ministry of Security and Public Administration should ensure improvements in the effectiveness of the Government 3.0 Innovation Management program , resolve the existing overlaps in in programs to cooperate with international organizations in areas of informatization, and improve the usage of the Smart Work Center facilities. As for the National Police Agency, the report suggests that the metropolitan and provincial police agencies ensure an efficient execution of their supplementary personnel plan. Also, overlaps were found in the retired policemen re-employment programs. As for the National Emergency Management Agency, issues were raised regarding the execution of the program to purchase large, multi-purpose fire helicopters. As to the National Election Commission, the report questions whether the proposed political education for democratic citizenship is appropriate.
   
    Regarding the ministries and agencies overseen by the Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee, the report points out that the Ministry of Agriculture, Food and Rural Affairs overestimated the budget for disaster relief and carried over the Agriculture & Fisheries Structure Adjustment Special Account due to a lack of tax revenues. The report suggests that the Ministry of Oceans and Fisheries overestimated the number of fishermen working in communities with unfavorable fishing conditions who would benefit from compensation. The ministry also has problems executing the fish distribution facility construction program. We also analyzed the problems arising in the execution of the plan by the Rural Development Administration to build agriculture and life sciences research centers and the Korea Forest Service’s forestation project.  
   
    Regarding the Ministry of Trade, Industry and Energy, which is overseen by the Trade, Industry and Energy Committee, the report raises questions about the execution of a project for developing next-generation mid-class aircraft, the program to stimulate regional investments, and a project for building comprehensive business centers. As for the Small and Medium Business Administration, issues were raised regarding the construction of an informatization base for SMEs and the need to differentiate lending under composite investment and loan financing. In the case of the Korean Intellectual Property Office, this report suggests that expenditures for patent review activities should be accounted for under the appropriate expenditure headings while also raising an issue with how the public capital fund deposit surplus should be accounted for.
