FY 2014 Budget Proposal Analysis by Ministry IV

    The FY 2014 Budget Proposal Analysis by Ministry is published to support the Health and Welfare Committee, Environment and Labor Committee, Land, Infrastructure and Transport Committee, and Gender Equality and Family Committee of the National Assembly to make an efficient review of the FY 2014 budget proposals of the relevant ministries. The key results of the budget analysis are reported as follows.
   
    First, in regard to the Ministry of Health & Welfare, which is overseen by the Health and Welfare Committee, this report suggests that the budget for mandatory spending programs such as those for health insurance subscribers is underestimated. Measures must be taken against the increasing financial burden faced by regional self-governing bodies as a result of an expansion of welfare programs, and there is a need to integrate similar or overlapping programs and improve the way services are delivered. For the Ministry of Food and Drug Safety, this report points out that revenue from license fees and commissions has been underestimated every year.   
       
    Regarding the ministries and agencies overseen by the Environment and Labor Committee, the report suggests that the Ministry of Environment improve its financial management structure under which the full amount of the general account is transferred to the special account for environmental improvement. The ministry should also adjust the budget set aside for regional self-governing bodies with poor performance in water supply and drainage and water quality improvement. For the Ministry of Employment and Labor, this report raises issue with the insufficient outcome of programs aimed to reform working hours. This report also analyzes programs for which the budget was increased despite poor performance, e.g. a program that provides assistance for reemployment, where overlaps were found, and a program that assists youths find jobs abroad. It is suggested that the Korea Meteorological Administration adjust the rent for the automated weather observation system given the delay in procurement.
   
    In the case of the Ministry of Land, Infrastructure and Transport, which is overseen by the Land, Infrastructure and Transport Committee, this report suggests that a more adequate level of transportation SOC budget be planned for in line with the prospects of budget execution, a more thorough review be made regarding the urban renewal and housing voucher SOC programs, and a well thought-out delivery system be put in place for each housing project. As to the Multifunctional Administrative City Construction Agency, the report raises issue with how some budgets failed to be executed properly every year. For the newly established Agency for Saemangeum Development and Investment, certain programs should be integrated for greater efficiency and new programs should be developed.  
   
    Regarding the Ministry of Gender Equality & Family, which is overseen by the Gender Equality and Family Committee, this paper points towards poor performance of programs that are designed to assist women return to work after a career break. This paper also recommends the ministry to make an overall review of the programs to support single-parent families with the cost of raising a child and develop programs that are more in line with the goals of the women development fund.
