[Budget Bill Analysis Series 2] FY 2015 Budget Bill Analysis by Ministry (Vol.2)

“FY 2015 Budget Bill Analysis by Ministry” Volume 2 was published to  help the National Assembly effectively review the budget bills for 2015 of the Science, ICT, Future Planning, Broadcasting and Communications Committee; the Education, Culture, Sports and Tourism Committee; the Foreign Affairs, Trade and Unification Committee; and the National Defense Committee. The key findings of the budget bill analysis are reported as follows.
 
In regard to the ministries and agencies overseen by the Science, ICT, Future Planning, Broadcasting and Communications Committee, the report examines the need to increase venture capital investments and devise an effective support mechanism in its plan to build a start-up ecosystem in regional areas. It also looks into the program that invests in aerospace business development and the timeline to put a mid-sized next generation satellite into orbit. The report reviews the Korea Communications Commission’s proposed plan to build the KBS emergency broadcasting program for disasters and the Nuclear Safety and Security Commission’s issue regarding the work scope of an organization that inspects mechanical equipment in nuclear power plants. 
 
Regarding the ministries and agencies overseen by the Education, Culture, Sports and Tourism Committee, the report assesses the issues arising from the Ministry of Education's overestimation of the number of beneficiaries of education aid provided to the underprivileged. The report  also reviews the Type One National Scholarship Program, which sets subsidies to students depending on income bracket. Regarding the Ministry of Culture, Sports and Tourism, the report analyzes the effectiveness of the Contents Lab, which is newly added to its program designed to promote the regional online contents industry. The report also looks into issues involving delayed execution of the program for construction of religious and cultural facilities, and evaluates the Cultural Heritage Administration’s management and supervision over cultural heritage repair, which is part of the Ministry’s Cultural Heritage Conservation and Repair Program.
 
Regarding the ministries and agencies overseen by the Foreign Affairs, Trade and Unification Committee, the report reviews the Ministry of Foreign Affairs’ budget adjustment to build the Center for Southeast Asian Culture and expansion of the emergency interpretation services provided to Korean citizens residing in foreign countries, which is part of its program to protect Korean Nationals Abroad. As for the Ministry of Unification, the report assesses the issue of insufficient research and study related to its program to collect and utilize historical data on peaceful reunification.
 
For the ministries and agencies overseen by the National Defense Committee, the report reviews the Ministry of National Defense's management of rental fees as part of the budget to build information and communication systems and the percentage of private contracts for procurement of basic military clothing. Regarding the Defense Acquisition Program Administration, it examines the budget size for building new military command facilities and potential early deployment of K2 rifles.
