[Budget Bill Analysis Series 3] FY 2015 Budget Bill Analysis by Ministry (Vol. 3)

“FY 2015 Budget Bill Analysis by Ministry” Volume 3 was published to  help the National Assembly effectively review the budget bills for 2015 of the Security and Public Administration Committee; the Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee; and the Trade, Industry and Energy Committee. The key findings of the budget bill analysis are as follows.
 
Regarding the ministries and agencies overseen by the Security and Public Administration Committee, the report reviews the need to devise information strategy planning as part of its plan to establish a safe communications network for disaster response and reduce chartered bus service for civil servants’ commutes. For the National Police Agency, the report suggests building effective operations for neighborhood police patrols and increasing budgets for investigation into sexual assaults. The report also points out that the National Emergency Management Agency should establish specific plans to build the Memorial Hall of Public Safety. It also examines the issues of adjusting the budget for training the Fair Election Support Team of the National Election Commission to prevent illegal acts.
 
Regarding the ministries and agencies overseen by the Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee, the report points out that the Ministry of Agriculture, Food and Rural Affairs overestimated the revenues from a special tax for rural development and analyzes trends of the prices that the rice producers receive,  with respect to the government’s variable subsidies for rice farmers. The report looks at issues arising from a lack of annual progress in implementing the Ministry of Oceans and Fisheries's programs to construct harbors and restore the Gageo Island Harbor.
 
The report also highlights the need to assess the Rural Development Administration’s program to promote agricultural food processing businesses in rural areas and examines the Korea Forest Service’s annual understatement of the revenues from operating National Natural Recreation Forests. 
 
Regarding the Ministry of Trade, Industry and Energy, which is overseen by the Trade, Industry and Energy Committee, the report evaluates issues of excessive support for personnel expenses in the program to improve the competitiveness for plant construction bidding overseas. It also examines the lack of tangible outcomes from the Ministry’s major R&D programs including cross-industry technological development and from the program to boost small and medium-sized enterprises’ competitiveness in the overseas market.
 
The Small and Medium Business Administration's support for WORLD CLASS 300 Project was indicated to overlap with programs of the Ministry of Trade, Industry and Energy. In the case of the Korean Intellectual Property Office, this report looks into the measures to enhance its support system for creation of intellectual property by universities and public research institutes.
