[Budget Bill Analysis Series 4] FY 2015 Budget Bill Analysis by Ministry (Vol. 4)

“FY 2015 Budget Bill Analysis by Ministry” Volume 4 was published to  help the National Assembly effectively review the budget bills for 2015 of the Health and Welfare Committee, the Environment and Labor Committee, the Land, Infrastructure and Transport Committee, and the Gender Equality and Family Committee. The key findings of the budget bill analysis are reported as follows.
 
First, in regard to the Ministry of Health and Welfare, which is overseen by the Health and Welfare Committee, this report suggests that the budget for mandatory spending programs such as those for health insurance subscribers is underestimated. It also discusses measures to make daycare costs more realistic and improve the service quality. The report also evaluates the need to define an acceptable percentage of the increased cigarette prices to be spent on health promotion policies. For the Ministry of Food and Drug Safety, this report examines measures to reinforce prevention of food-poisoning at schools and to improve food management processes.
 
Regarding the ministries and agencies overseen by the Environment and Labor Committee, the report looks into the Ministry of Environment's need to allocate expenditures to spend on the environment improvement, proportionate to its tax revenues. It also raises the need to adjust budgets of programs with insufficient outcomes such as the program to restore ecological waters. For the Ministry of Employment and Labor, this report raises questions over the effectiveness of the SME retirement pension fund and financial support. It also assesses the need to adjust the budget for the Smart Work Center facilities due to underperformance and looks into the excessive budget for the program to guarantee employment security for the aged. The report evaluates the need of the Korea Meteorological Administration to adjust the budget in relation to the delayed implementation of its program to build a weather monitoring system via aviation and an equipment rental business.
 
In the case of the Ministry of Land, Infrastructure and Transport, which is overseen by the Land, Infrastructure and Transport Committee, this report suggests budget adjustment, given the situation involving road and railway construction programs. It also indicates the need to address issues with city areas that were initially designated for redevelopment and then later excluded from the designation. It also examines the need to improve the way funds for public housing for rent and purchase whose construction has not been initiated are invested.
 
As for the Multifunctional Administrative City Construction Agency, the report evaluates the budget to design the Knowledge Industry Center while assessing the promotion plans of the Agency for Saemangeum Development and Investment through the Exhibition Hall of Seoul Investment Promotion.
 
Regarding the Ministry of Gender Equality and Family, which is overseen by the Gender Equality and Family Committee, this paper discusses how each career center for women can take a different approach towards helping women return to work after a career break. This paper also analyzes the change in demand for its Hourly Charged Daycare Service that has occurred as the Ministry's has expanded the service and appropriate measures to address the demand.
