2016 Budget Bill Analysis Summary - [Budget Bill Analysis Series Ⅳ]

   The National Assembly Budget Office has published the “2016 Budget Bill Analysis Summary” which provides a comprehensive overview of the 2016 budget bill analysis series to support the budget review by standing committees and the Special Committee on Budget and Accounts of the National Assembly.

   Part 1: Macro and Aggregate Analysis, etc. of the report offers an easy-to-read summary of the “Macro and Aggregate Analysis of the 2016 Budget Bill” and the “2016 Gender Sensitive Budget Bill Analysis”.
   The part outlining the macro and aggregate analysis, in particular, summarizes the result of an analysis of fiscal  management plans and fiscal policy initiatives. In addition, the key findings of the analysis are highlighted, including those on new fiscal projects, similar or overlapping projects, projects with poor annual budget execution, alignment with correction requests made in the review of final accounts, and compliance with the 2016 Detailed Guidelines on Budgeting.

   In Part 2: Analysis by Ministry, a brief overview of the findings of the “2016 Budget Bill Analysis by Ministry” is provided as a time-saving yet informative reference for the members of the National Assembly and their aides.
   The report covers 546 topics across 48 ministries and bodies under the purview of 15 committees.
   When applicable, the report states possible budget cuts for some projects to facilitate actual budget reductions and specifies projects with reasonable and legitimate reasons for a budget increase.
   The report assesses whether corrections requested in the FY2014 final accounts review have been accommodated in the budget to ensure that the budget and final account reviews are aligned.
   Finally, the ministerial analysis has been subject to a review by internal review meetings and outside advisors for enhanced expertise, transparency, and neutrality, and  the position of the relevant ministries and bodies has been provided.
