2017 Budget Bill Analysis by Ministry

The National Assembly Budget Office (NABO) has published the “2017 Budget Bill Analysis by Ministry” to support the budget deliberation of the National Assembly’s standing committees and Special Committee on Budget and Accounts. As they review budget and fiscal accounts by committee, NABO made strenuous efforts to develop this report in recognition of its significance. The highlights of this report are as follows.

First, the “Overview of the Budget” section of the report outlines the 2017 budget allocation by ministry with programs of new or additional budgets, followed by the highlights of the budget bill by ministry.

Second, the “Focus Issue Analysis” section presents the findings of macro and comprehensive analysis on the main programs and issues of relevant ministries, thereby suggesting directions of budget formulation and policy recommendations.

Third, the “Individual Program Analysis” section reviews the progress, issues and necessity of each program to examine the validity and adequacy of the budget bill.

This report focuses its analysis on 485 topics (549 subtopics) across 52 governmental ministries and bodies under the purview of 15 standing committees.

In particular, to promote objectivity and the level of expertise, topic selection and report development have undergone a rigorous and thorough review process, including three internal review meetings, a review of external experts and double-checking with and opinion collection from governmental ministries regarding factual data.
