NABO Analysis of the National Fiscal Management Plan 2007-2011

 This research analyzes the 4th Nation's Financial Planning of the government which is based on five-year-term since 1994. This paper consisted of four parts: introduction, conditions of the middle-term nation's financial planning, analysis on the aggregate amount and distribution of resources of the plan, and improvement of financial planning system.

This paper begins with giving an explanation of the relations between the Finance Act and the Nation's Financial Planning. In addition, it introduces brief outline and evaluation of the Nation's Financial Planning.
 
Comparison 4th Nation's Financial Planning with the former ones and its implications are also included. In the second part, conditions of the middle-term nation's financial planning, prospect on middle-term aggregate income are presented based on both home and abroad economic conditions. In the third part, analysis on the aggregate amount and distribution of resources, this paper exams the appropriateness of the size of financial expenditure, and analyzes financial balances and national debt. Moreover, it not only reviews the financial expenditure in each area, but also compares the financial expenditure by sphere with those of other countries and analyzes the economic effects through a model. Finally, in order to improve the effectiveness of Nation's Financial Planning, it suggests several requirements: sophisticating the financial statistical data, confirming well-organized resources distribution system, improving Top-down system and applying the baseline projections for formulating the nation's financial planning.
