During this year in Korea, there have been economic instability forces such as the economic crisis in southern Europe and the depression in the real estate market. In order for growth platforms to be stabilized, the public finance has a critical role to support the neglected class of people and small businesses. At the same time, the improvement of the deteriorated fiscal soundness raises the key policy issue.

  The National Assembly’s budget deliberation and settlement of accounts (hereinafter deliberation and settlement) is the starting point of enhancing soundness and efficiency of the national finance by scrutinizing the government’s financial execution and reflecting the consequences to deliberation on the budget. To help the deliberation of settlement, the National Assembly Budget Office (NABO) publishes “Analysis of FY 2010 Settlement of Account” series. This series has 48 analyzed programs by department, 19 more programs than the previous year, and the product of NABO’s hard work including several task consultations by department and the analysts’ forums.

  This series consists of “Analysis of Correction Measure on FY 2009 Settlement,” “Analysis of Settlement by Department,” “Focus Analysis series of Settlement,” “Analysis of Settlement from the Gender-Sensitive Perspective,” and “Overall Analysis of Settlement.”

Contents for “Analysis of FY 2010 Settlement of Account”

• By taking the deliberation and settlement into account as starting point to recover fiscal consolidation, NABO analyzed execution of budget based on each department (committee) and policy achievement. On the flip side, major fiscal issues over many departments were meticulously analyzed.

• In particular, with the aim of liking deliberation and settlement to the budget bill deliberation for the next year, the number of reports titled “Analysis of FY settlement” has been increased and added in-depth analysis.

1. Analysis of Correction Measure on FY 2009 Settlement (Series 1) shows whether the requests from the National Assembly were implemented by the government during the FY 2009 deliberation and settlement.

2. Summary of Settlement (Series 2) contains status of 2010 fiscal operations, lists of deliberations of 2010 budget bill, and finance and performance reports of public sector.

3. Analysis of Settlement by Departments (Series 3–6) has four volumes. Each volume was sorted according to the standing committees in the National Assembly so that respective projects from the agencies under the committees were thoroughly analyzed.

4. Focus Analysis of Settlement (Series 7–10) has four volumes, and contains analysis about the major pending issues regarding settlement of account.

5. Analysis of Settlement from the Gender Sensitive Perspective (Series 11) examines how gender settlement statements reflect gender equality, and analyzes gender sensitive programs for each standing committee.

6. Overall Analysis of Settlement (Series 12) is to sum up above series (2–10), categorizes the inappropriate executions of the budget, and reorganizes them into proper requirements, system reformations, and budget related suggestions.
