[Final Accounts Analysis Series 4] FY 2012 Final Accounts Analysis by Ministry, Volume II

The FY 2012 Final Accounts Analysis by Ministry, Volume II is published to support an efficient review of the FY 2012 final accounts by the ICT, Future Planning, Broadcasting & Communications Committee, Education, Culture, Sports & Tourism Committee, Foreign Affairs and Unification Committee of the National Assembly. The final accounts of the relevant ministries were analyzed in detail, and the results are reported in this publication. 

For the ministries and agencies overseen by the ICT, Future Planning, Broadcasting & Communications Committee, a discrepancy was found between the term of the Ministry of Science, ICT and Future Planning’s agreement on the installation of the Max Planck Research Institute in Korea and the fiscal year, diversions of contributions to international organizations has recurred annually and inappropriate contributions were made to the IIC, and problems were found in the way the reserves of the Broadcasting and Communications Development Fund are managed. Also, the Korea Communications Commission needs to set its budget at more appropriate levels considering the practice of leaving the money for its rating surveys unused, while the Nuclear Safety and Security Commission’s contribution to the Radiation Safety Foundation lacked a legal basis. 

Of the ministries and agencies overseen by the Education, Culture, Sports & Tourism Committee, the Ministry of Education needs to revisit the eligibility requirements for its general grant and ensure that special grant recipients are selected and managed more rigorously. Regarding the program to enhance the performance of national university instructors, it was found that performance-based compensation has been paid without a legal basis. Also, the Korea Student Aid Foundation needs to raise the accuracy of forecasting the demand for student loans. In the case of the Ministry of Culture, Sports and Tourism, some of the budget set to build a national cultural inheritance foundation was used for other unstated purposes and there were no criteria for funding religious or cultural activities of private religious groups. As a practice, the budget for public relations activities was underestimated and then paid out of the reserve fund every year, and the budget plan for the tourist leisure infrastructure initiative had been unduly changed. 

Regarding the ministries and agencies overseen by the Foreign Affairs and Unification Committee, the Ministry of Foreign Affairs violated the Management of National Funds Act when executing funds for its nuclear power cooperation programs and used R&D funds intended to reinforce territorial rights and national interests for other unstated purposes. The Ministry of Unification failed to comply with the procedures set forth under the National Finance Act when it diverted money that was supposed to be used for communication of unification policy and commissioned its North Korean refugee rural area settlement program to the North Korean Refugees Foundation without legal basis.
