[Final Accounts Analysis Series 6] FY 2012 Final Accounts Analysis by Ministry, Volume IV

The FY 2012 Final Accounts Analysis by Ministry, Volume IV is published to support an efficient review of the FY 2012 final accounts by the Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee and the Trade, Industry and Energy Committee of the National Assembly. The final accounts of the relevant ministries were analyzed in detail, and the results are reported in this publication. 

Regarding the ministries and agencies overseen by the Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee, the Ministry of Agriculture, Food and Rural Affairs’ direct payment program failed to have sufficient effects on compensating farmers’ income, the program to globalize Korean cuisine needs improvement in its management, and the National Grain Procurement System initiative recorded poor results. In the case of the Ministry of Oceans and Fisheries, only a small percentage of the budget to compensate fishermen working in unfavorable fishing communities was executed, poor planning negatively affected the building of maritime tourist resource facilities, and measures must be taken by Expo 2012 Yeosu to compensate for unrealized revenue. Meanwhile, the Rural Development Administration should do more to raise the employment rate of its colleges of science and engineering internship program, the budget set for the construction of Sabang Dam by Korea Forest Service was used for other unstated purposes, and the Korea Coast Guard’s budget for installing positioning systems on fishing boats was unduly carried over.

For the ministries and agencies overseen by the Trade, Industry and Energy Committee, the Ministry of Trade, Industry and Energy delayed its Nano Fusion 2020 program and failed to provide a sufficient survey of demand for commercialized technologies. Also, the Ministry needs to raise the participation of second and third suppliers in the conglomerate-SME productivity innovation partnership initiative and reform the way it accounts for overseas travel expenses of lawyers engaged in cases of trade conflict. In the case of the Small and Medium Business Administration, the qualification bonus for public purchase survey inspectors must be revisited, while more should be done in terms of budget execution for the initiative to improve traditional markets and build an SME distribution and logistics base. As for the Korean Intellectual Property Office, competition should be introduced among institutions specialized in inspection of advanced technology for which a patent and/or utility model is pending, while the commissions on patent information data received by the Korea Institute of Patent Information should be accounted for as tax revenue.
