[Final Accounts Analysis Series 7] FY 2012 Final Accounts Analysis by Ministry, Volume V

The FY 2012 Final Accounts Analysis by Ministry, Volume V is published to support an efficient review of the FY 2012 final accounts by the Health and Welfare Committee, Environment and Labor Committee, Land, Infrastructure and Transport Committee, and Gender Equality and Family Committee of the National Assembly. The final accounts of the relevant ministries were analyzed in detail, and the results are reported in this publication. 

Regarding the ministries and agencies overseen by the Health and Welfare Committee, issues were raised with respect to the Ministry of Health & Welfare’s projection of the emergency welfare budget, the share of state funding for infant care and the involvement of different entities in running the infant care benefit program, and the payment of health insurance premiums for private-school employees from national coffers. As to the Ministry of Food and Drug Safety, it was found that the food traceability system is dispersed among various ministries and agencies, and the participation of food suppliers is low. 

For the ministries and agencies overseen by the Environment and Labor Committee, we raised issue with the Ministry of Environment’s tax income structure, which needs to be reformed in order to ensure more stable finances, and found that the water pipe replacement program needs to be reviewed so that more low-income groups can benefit from it. In the case of the Ministry of Employment and Labor, the program to help the socially disadvantaged get covered by social security schemes failed to attract a large number of participants, only a low percentage of the money to help job-seekers find jobs was executed, and many local governments have not fully executed the money to promote social enterprises. As to the Korea Meteorological Administration, inefficiencies were found in the way meteorological observation equipment is purchased and maintained. 

For the ministries and agencies overseen by the Land, Infrastructure and Transport Committee, we found that only a small percentage of the Ministry of Land, Infrastructure and Transport’s budget for the community improvement program has been executed, the Ministry’s funding of home repairs for socially disadvantaged groups is poorly planned, the budget for improving rivers nationwide was carried over, and funding of Korea Water Resources Corporation’s projects requires more accurate budget projections. As to the Multifunctional Administrative City Construction Agency, too many diversions or budget adjustments were made in between projects to build wide-area transport facilities. 

For the ministries and agencies overseen by the Gender Equality and Family Committee, we found that the Ministry of Gender Equality & Family had in its current transfer income too large an amount of receivables from local governments. Also, more should be done to raise the rate of participation in the programs designed to help single-parent teenagers become economically independent.
