[Final Accounts Analysis Series 4] FY 2013 Final Accounts Analysis by Ministry: Volume III

   FY 2013 Final Accounts Analysis by Ministry: Volume III was published to effectively support the National Defense Committee and the Security and Public Administration Committee of the National Assembly with their review of the FY 2013 final accounts of ministries and agencies under their jurisdiction. This report analyzes in detail final accounts for major projects of each ministry and agency as follows:
In the case of the ministries and agencies overseen by the National Defense Committee, for the Ministry of Defense, issues were analyzed, including the need to obtain objectivity in selecting military service personnel to be dispatched overseas, inappropriate management of personnel expenses for noncommissioned officers, the low employment rate for discharged military service personnel, inadequate management of the combat goggle supply project, and the need to thoroughly implement institutional improvements in the agreement on the sharing of defense costs. For the Defense Acquisition Program Administration, the analysis of its final accounts found poor results of the Golden Eagle-A project, poor execution of new projects, inadequate results of the next tactical bridge development project, and poor execution of F-X projects. For the Military Manpower Administration, the report found a need to consider granting interviewees travel funds during the recruitment of military specialists.

Regarding the ministries and agencies overseen by the Security and Public Administration Committee, for the Ministry of Security and Public Administration, the report pointed out the ineffectiveness of the best practice contest for Government 3.0, inefficient management of consulting programs of local governments, poor execution of national bicycle road projects by local governments, and need to improve the implementation mechanism for personal information protection projects. For the Korean National Police Agency, the report cited poor management of  criminal investigation research officers, ineffective support from stenographers during investigations on victims of sexual violence, and a need to appropriately compile a budget following the delay in relocation of the Korea National Police University. For the National Emergency Management Agency, analysis cited poor execution of projects subsidized by the government, the adjustment of the excessive budget for publicity, and a need to improve psychological therapy for firefighters. For the National Election Commission, the report pointed out that the budget for presidential election management projects has been executed without justifiable appropriation procedures, and that the budget for nationwide local election projects has been misappropriated.
