[Final Accounts Analysis Series 10] Analysis of FY 2013 Final Accounts for Gender Sensitivity

The National Assembly Budget Office published the Analysis of FY 2013 Final Accounts for Gender Sensitivity in the form of an appendix to its final accounts analysis report for the government. It analyzes final account reports for gender sensitivity submitted to the National Assembly concerning 278 programs of 35 central government agencies representing a total of KRW 13.0073 trillion in spending. 

The 2013 final account reports for gender sensitivity showed that 257 out of a total of 352 performance objectivities were achieved, a hit ratio of 73%. At 90.7%, the Ministry of Gender Equality and Family had a relatively high achievement rate; at less than 70%, the Ministry of Labor and Employment and the Ministry of Foreign Affairs recorded a low rate.

The report addressed the low performance record by identifying the factors that affect the achievement of gender-sensitivity objectives and concluded that greater efforts need to be made to improve performance to satisfy the purposes of the gender-sensitive budgeting system. 

In order to establish the gender-sensitive budgeting system, the report suggested that overall public finance take a gender-sensitive approach into consideration and that its implementation mechanism be revamped.

The report also pointed out that the budgets for gender-sensitive projects are concentrated on specific ministries and agencies (five ministries account for 90.2%) and that the gender-specific approach is limited in overall public finance, as demonstrated in the fact that final accounts for gender sensitivity accounted for a mere 3.8% of total expenditures. Therefore, it was suggested that the project selection process be improved in a way that encourages active participation of all ministries and agencies and strengthens the connection with public finance management plans.

The report also suggested that the roles of the Ministry of Strategy and Finance in overall management of the system and of the Ministry of Gender Equality and Family in actual execution be further clarified and that awareness of gender-sensitive budgeting be promoted.
