Summary of FY 2015 Final Accounts Analysis
Published July, 2016

The National Assembly Budget Office (NABO) published the Summary of FY 2015 Final Accounts Analysis, which comprehensively outlines the FY 2015 Final Accounts Analysis Series in order to effectively support standing committees of the National Assembly and the Special Committee on Budget and Accounts with their review of the government's final accounts.

Part I Top-down Analysis presents a comprehensive overview of matters covered in the FY 2015 Final Accounts Analysis for Top-down Budgeting and the Analysis on the Administration's Corrective Actions Upon the National Assembly's Correction Requests of the FY 2014 Final Accounts.

The top-down analysis particularly addresses overall evaluation of fiscal management for FY 2015 and major problems with budget management such as the actual state and evaluation of FY 2015 final accounts, new fiscal projects, ad-hoc projects, use and diversion of budgets, changes in fund management plans, projects with inactive annual budget execution, projects for which funds were curtailed by the National Assembly, execution of contingency funds, and projects funded by supplementary budgets.

Part II Analysis by Committee outlines the main ideas of the FY 2015 Final Accounts Analysis by Committee for immediate use by the National Assembly members and their aides.
NABO intensively analyzed 487 projects of 48 ministries and agencies overseen by 15 committees. In particular, during the analysis of final accounts by committee, NABO analyzed key issues to propose top-down, comprehensive analyses and tasks to improve policies. The Office also improved objectivity by continually hearing opinions of ministries and agencies from the stage of planning of the report and strengthening internal and external review processes.
