Total expenditure of Korean government for 2011 amounts to 309.1 trillion won, and has brought the national finance into the 300 trillion won since this year. Recent domestic and international economic conditions are fluctuating widely in accord with the price of international raw material, domestic inflation, and household debt. For such reasons, the role of the national finance is more emphasized than ever before.

  Taking overall account of this backdrop, the National Assembly Budget Office (NABO) has published “2011 National Finance of Korea.” This book aims to assist the National Assembly by efficiently implementing its fiscal power. Therefore, this annual publication covers the year’s finalized budget and fiscal issues.

  In this year, there are some changes with regard to this book. Considering a special session of the National Assembly in March, the publication was scheduled to be released earlier than last year with more useful and essential sources to readers. “2011 National Finance of Korea” is reorganized in terms of the orders and contents. Previous 12 units of the analysis were changed to 16 units, in accordance with 16 standing committees of the National Assembly to match with the budget bill deliberation system. Moreover, this report provides more in-depth information on discussions and adjustments about the budget bill deliberation process and illustrates the latest fiscal issues on all government departments.

  “2011 National Finance of Korea” falls into two sections and 22 chapters. Besides, major economic and financial statistics was enclosed as an appendix. The first section accounts for the details and key features regarding the 2011 national finance, a total amount of Korea’s public finance and fiscal soundness, and the records and conspicuous characteristics of 2011 budget bill during the National Assembly’s deliberations, which include revisions of the budget bill, increase in budget and reduction of government program, and newly launched programs. Meanwhile, the points mentioned above focus on enhancing the National Assembly’s fiscal authority.

  The second section provides the government’s total expenditure by functions and the committees, it also contains the National Assembly’s deliberation results, the finalized budgets, and the relevant fiscal issues of 49 ministries and agencies which placed under the roof of 16 standing committees. Budget, funds, fiscal traits, and deliberating progress records of public institutions are arranged in order of standing committees. Therefore, this book can be utilized as practical reference for committee members.

  As for the appendix, it consists of various economic and financial statistics related to each standing committee.
