The National Assembly Budget Office ("NABO") publishes 「National Finance of Korea」 annually to improve understanding of the nation's public finance system and the structures within which it operates and to provide the relevant information required for informed parliamentary activities. This year's edition is particularly meaningful in that it elaborates on the background of the recent integration of the activities of the cost estimating of bills under the umbrella of NABO and the expansion of cost estimation to cover amendments to bills proposed at the level of parliamentary committees according to last February's revision to the National Assembly Act.

The primary revenue source for the fiscal and economic activities of the nation is tax paid by the public, who, however, cannot fully grasp the process due to its complexities. One of the key aims of this book, therefore, is to enhance the public's access to, and understanding of, national finance.

「National Finance of Korea 2014」 is an analysis of the approved fiscal year 2014 budget, and it provides a list of the budget items deliberated and approved by the National Assembly along with a detailed analysis of major government spending programs by sector. It offers a useful glimpse into the landscape of Korea's public finance for fiscal year 2014, specifically providing the following: the results of deliberations by 16 Standing Committees and the Special Committee on Budget and Accounts of the National Assembly, thereby allowing the tracking of the deliberative history of budget items; analyses of major government programs by sector; an overview of the nation's key fiscal systems; and statistical information necessary for the understanding of such fiscal systems.   

This book is comprised of three parts, twenty three chapters, and an appendix.
Part 1 introduces the nation's major fiscal systems such as government cash management; the use of accrual accounting and double-entry bookkeeping in government; its tax expenditure budget; and its private finance initiatives with an aim to increase awareness and understanding of the basic concepts behind national finance.
Part 2 provides information on the total government budget for fiscal year 2014 and budget appropriations, amendments, and revisions to the nation's tax laws. It also includes the 2013-2017 NABO Budget Projections.
Part 3 deals with the amounts and characteristics of the budgets allocated for government ministries and agencies under the deliberation of their respective Standing Committees of the National Assembly, the key public programs under their deliberation, and their current statuses, offering practical information for the deliberation of budgets and the settlement of accounts in the National Assembly.
In addition, the Appendix presents visual information about the nation's fiscal and economic statistics and segmented data by each Standing Committee using tables and graphs.
