[Final Accounts Analysis Series 2] Analysis on the Administration's Corrective Actions Upon the National Assembly's Correction Requests of the FY 2013 Final Accounts

While deciding the final account of FY 2013, the National Assembly asked the government to correct 1,541 cases especially on similar or redundant topics from the past two years. However, due to the administration's failure to address cases adequately, the National Assembly had to submit requests for a second time on 201 cases (13 % of original requests).
The number of recurrent cases demanding corrections increased over the  past three years from 166 cases in FY 2011, to 190 cases in FY 2012, and to 201 cases in FY 2013.
In 272 cases (17.7%), the government had not completed its actions upon the National Assembly's demands for rectification regarding the final accounts of FY 2013 as of the end of April 2015.   
As of the end of April of the year following the decision on final accounts, the number of cases for which actions have not been completed increased over the past three years from 168 cases in FY 2011, to 255 cases in FY 2012, and to272 cases in FY 2013. The percentage of the incomplete cases decreased from 21% to 17.7% in FY 2012. However, this number still exceeds 7.9% in FY 2010 and 13.6% in FY 2011.
To encourage the government to promptly implement appropriate actions upon its correction requests, the National Assembly needs to reinforce the reexamination process upon the administration's actions. Also, the legislators should institutionalize the report system in between the National Assembly and the government so that follow-up reports on incomplete or inadequately handled cases can be submitted and reviewed in a timely manner.
